The Animal Service Division of the Code Enforcement Department includes the County Animal Shelter and Animal Enforcement. Shelter staff operates and maintains the Animal Shelter while Animal Enforcement enforces State Laws and County Ordinances regarding animal control.

County Low Cost Spay/Neuter Voucher Program- – Vouchers for participating vet clinics are available at the Aiken County Animal Shelter for qualified Aiken County citizens who need financial assistance to spay/neuter their dogs or cats. If you choose to use the Aiken SPCA Albright Center for your spay/neuter surgery, be advised, these vouchers are also available there onsite, please call their facility to make an appointment.
Aiken County passed a Return to Field Resolution in February 2016. Referred to as the "TNR Program" (Trap & Release). Community/Feral cats trapped by Aiken County citizens may now be brought to the shelter by appointment and can be fixed free of charge. The altered cats will then be given back to the citizen to return to field. The number of return to field surgeries the shelter can accommodate are limited to 32 each month. Friends of the Animal Shelter (FOTAS) is a non-profit volunteer organization that supports the programs at the Aiken County Animal Shelter. Its mission is to improve the quality of life for Aiken County's shelter animals, increase pet adoption, and prevent unwanted and mistreated pets. The Aiken County Shelter currently takes in 5,000 to 6,000 cats and dogs each ear. Sadly, some of which have to be euthanized. Aiken County Council and FOTAS are working diligently to help the Shelter save thousands of homeless pets each year.
